Rockland is a county of wooded ridges, and most of its houses sit right under them.
Rockland County packs a lot of houses into a small, hilly county. The Palisades ridge and Hook Mountain run along the Hudson above Piermont, Nyack, and Upper Nyack, the Ramapo Mountains and Harriman State Park fill the west, and in between are the towns of Clarkstown, Orangetown, Ramapo, Haverstraw, and Stony Point. Neighborhoods in New City, Pearl River, Nanuet, Congers, and Valley Cottage were built into second-growth oak and maple woods, so many lots have tall trees on two or three sides of the house and overhead lines along the road.
Storms here are rarely subtle. Hurricane Sandy in October 2012 pushed a tidal surge into Piermont and the river villages and knocked out power to most of the county. The October 2011 nor'easter dropped heavy wet snow on trees still in leaf, and Tropical Storm Isaias in August 2020 left close to half of Orange & Rockland's Rockland County customers in the dark. The county executive at the time called Isaias second only to Sandy.
The terrain makes it worse. Thin soil over rock on the ridges, steep driveways, and wet ground along the Hackensack, Sparkill Creek, and the Mahwah River let big oaks tip over once the soil is soaked. The National Weather Service New York/Upton office covers Rockland County.
Field insight:
A typical Rockland call is a red oak or tulip poplar that came out of the woods behind the house and landed across the roof, the deck, or the driveway, often with an O&R line pulled down on the way. Lots are wooded and sloped, so there's rarely a clean drop zone. We rig the tree off the house in sections and plan for the damaged trees still standing next to it.

Common Tree Emergencies We Handle in Rockland County
Facing one of these right now? Go straight to the situation — we respond 24/7:
Our Rockland County Emergency Response Process
Clear steps. Fast action. Zero guesswork. Here's how we get your Rockland County property safe again.
How We Handle Your Tree Emergency
Our streamlined process ensures quick response and efficient resolution of your tree emergency
Step :Emergency Call
Call (866) 320-7003 any hour. A live person takes your Rockland County address, what the tree hit, whether lines are down, and whether your road or driveway is blocked.
Step :Dispatch
We don't climb or run cranes in damaging winds. Crews move once winds drop to safe levels, and trees on occupied homes and blocked exits come first.
Step :Safety Assessment
A certified arborist checks the break, root-plate lift on the slope, hung limbs, nearby trees damaged in the same storm, and any line contact before work starts.
Step :Controlled Removal
The tree comes off the roof, deck, or car in rigged sections, lowered under control instead of cut where it lies.
Step :Property Protection
Mats, spotters, and controlled lowering protect roofs, stone walls, retaining walls, driveways, and septic areas on hillside lots.
Step :Complete Cleanup
We chip, buck, and haul away the debris, or cut and stage it for your town's brush pickup if you prefer.
Step :Insurance Documentation
We photograph and measure the damage before and during removal and send the file to you and your adjuster.
Common Tree Challenges in Rockland County
Every species fails its own way under load. Knowing those patterns lets us clear the hazard without starting a new one.
Northern Red Oak
The dominant big tree in Rockland's wooded neighborhoods; heavy limbs and shallow roots over rock fail in wet snow and saturated soil
Tulip Poplar
Very tall and fast-growing; brittle upper wood breaks out in high wind and lands far from the trunk
Sugar & Norway Maple
Common yard and street trees; decay at old pruning cuts and tight unions lets big limbs split onto roofs and lines
White Ash
Emerald ash borer has killed many ash trees in the region; dead ash dries out and breaks unpredictably
American Beech
Found in older woodlots; beech leaf disease is spreading in the lower Hudson Valley and weakens trees over time
Rockland County Tree Regulations
Rockland County itself doesn't run a residential tree-permit program. Tree rules are set by the five towns (Clarkstown, Orangetown, Ramapo, Haverstraw, and Stony Point) and by villages such as Nyack, Piermont, Suffern, and Pomona, and some regulate removals on steep slopes or as part of site plans. Trees in a town or village right-of-way belong to that municipality, and trees along state roads like Route 9W and Route 59 fall under the state.
Work near state-regulated freshwater wetlands or along streams can involve the New York State Department of Environmental Conservation. Removing a tree that has already fallen on a house, or that's an immediate hazard, generally goes ahead right away. We'll tell you if your town or village needs to be involved.

Frequently Asked Questions: Rockland County Tree Emergencies
Do you cover all of Rockland County?
Yes. We work in all five towns: Clarkstown (New City, Nanuet, Congers, Valley Cottage, West Nyack), Orangetown (Pearl River, Nyack, Piermont, Tappan, Orangeburg, Blauvelt), Ramapo (Suffern, Spring Valley, Monsey), Haverstraw, and Stony Point. Call (866) 320-7003 any hour.
Who do I call if a tree takes down a power line in Rockland County?
Orange & Rockland is the electric utility for Rockland County. Treat every downed line as live, stay well back, keep kids and pets away, and report it to O&R. Once the utility has made the line safe, our crew can remove the tree.
A tree from the woods behind my house fell on my roof. Can you get it off without more damage?
Yes. That's one of the most common calls we get in Rockland. We don't cut a tree where it lies on a roof. We rig it and lower it off in sections, and we check the other trees at the edge of the woods that took the same storm before anyone works under them.
Do I need a permit to remove a storm-damaged tree in Rockland County?
It depends on your town or village, and the county doesn't issue residential tree permits. A tree that has already fallen on your house or is an immediate hazard can generally be removed right away. Trees in the road right-of-way belong to the town, village, or state. We'll help you sort out who to notify.
Does homeowners insurance cover tree removal in Rockland County?
Coverage depends on your policy. Many policies respond when a tree damages an insured structure like a house, garage, or fence, and treat a tree that falls in the yard without hitting anything differently. Check with your carrier. We document the scene with photos, measurements, and arborist notes to support your claim.
Why do so many trees come down in Rockland during nor'easters and tropical storms?
Many Rockland neighborhoods were cut out of oak woods on ridges with thin soil over rock. When heavy rain soaks that soil and the wind picks up, big trees tip over roots and all. Wet snow on leaves, like the October 2011 nor'easter, does the same thing to limbs.
